Paying The Price For Rash Decision

(MySinChew, 29/10/2007) The Prime Minister announced that the 2008 UPSR examination candidates would continue to have the choice of answering Science and Maths papers in either English or Chinese. The government should have made such a decision. If candidates could answer only in English, it would undermine the character of Chinese primary schools as parents and schools would overlook Chinese while focusing on English when considering the results of the examination.

While it would resolve the problem of choice of examination language for the moment, it still remains the most controversial issue of teaching Science and Maths in English. This issue should be taken as a lesson as it has stirred up such a great dispute that caused officials and educators to spend a lot of time and resources in it.

It was totally a political decision to have English only in teaching Science and Mathematics. Professionals and educators were excluded during the decision-making process and students became the guinea pigs.

The authorities never learned any lessons from this rash decision even they have paid the price for it. Instead, they continue to commit the same unprofessional administrative blunders.

For example, the government made an impulsive decision to build the Scenic Bridge and when they realised the difficulties, they suddenly abandoned it. However, because of the unprofessional decision, the government had to pay a compensation of over RM200 million to the main contractor and eventually, the people would have to pay the price for wrong decision making.

Recently, the government disallowed the employment of Bangladeshi workers and planned to stop issuing visas on arrival because of the problems surrounding it and the overstaying of foreign visitors.

Before they allowed the private sector to employ Bangladeshi workers, the government should recognise the management capacity of the departments involved and not to stop recruitment of Bangladeshi workers just because of a deportation backlog, thus giving the impression that the government is fickle- minded.

The abolition of visas on arrivals has an adverse impact on tourism thus negating the large amounts spent on promoting tourism. Tourists would not accept this change of policy. It is Malaysia's problem for not tackling the problem of overstaying tourists. Tourists have many choices, we are pushing them away by our inconsistent policies.

Authorities must discard rash policies and bad management practices. Whenever a problem occurs, decision makers must study it comprehensively, obtain advice from experts and professionals and identify own ability before making a decision. Hasty decisions would impede national development and further undermine the nation's reputation.
